Saitou didn't like it any more than Kiryu did, that goes without saying. But it was still better than killing someone over and over again and just having to catch them every time they were resurrected. For the police and anyone else, that was beyond frustrating. It didn't keep the City safe and it didn't make its citizens any happier with the law enforcement. Saitou still had concern for his former team, after all. He was certain Kiryu felt the same about his own.

But that last part made him look over, scrutinizing somewhat. "You know someone already planning an attack." It wasn't a question.
