[Thor didn't know who was responsible for the bombs, or why, but he did know that not one more of them had to hit the ground. He only had one, but he was fast enough to make it to the city's outskirts and back again in time; the sole question was what to do with them.
He hesitated--just for a moment--above the ocean. It was too late to find another place, and the lands around the city were well populated.
The water was still relatively shallow, so he promised himself that he would come back for it later, and let it go.]
