Although a number of cityzens were savvy enough at this point to remove themselves from the vicinity once things began to noticeably elongate, many others were not. Areas of particular concern are the City's hospitals, such as the twenty five story Bellevue Hospital Center, or large places of business or housing. You won't have to look far to find people in need of help. Efforts at assistance by the native vigilante group the Phantasm are scattered throughout the City, but they can't be everywhere, help everyone.
The City needs you, heroes.
