I've always been one to believe that rules are there for a reason, and not just placed there for children to break them.

Naturally. There for adults, too. A rule that can't manage to take a bit of testing isn't much of one to start with, I'd say.

There's a difference between bending and breaking the rules and I am thinking your idea of testing is more along the lines of breaking.

And what exactly do you consider "proper enforcers?"

I've known plenty of good people who make a habit of wearing black. I'm sure the same could be said for the bad ones wearing white.

Fair enough, seems a bit narrow minded to classify based on fashion taste alone. If it were a crime to only be black-clad, we'd have to lock away most of this City.
