You’re a muck, that’s why I had to cut you down
WHO: Jack Bauer and OPEN
WHERE: Throughout the City
WHEN: The following takes place between January 3rd and January 10th. Events occur in real time.
WARNINGS: Violence
SUMMARY: Captain Bauer is fed up with having to do administrative stuff for the cops and goes to get back to his roots: running around, yelling at people, and fighting bad guys.

Jack was frustrated and restless. Paperwork lay on his desk like a tablecloth. He was by both training and inclination a field agent. He belonged out there, chasing down leads and suspects. However, he was also the force’s head Import officer, which meant he had to deal with the bureaucratic fallout of incidents like Khisanth escaping. Proposals and recriminations were flying around behind the scenes, and without the Red Queen to put a cool, professional, somewhat unsettling face on the super-jail, Jack had to handle them: the AI she had left behind was very efficient, but it couldn’t do memos. Two-Face’s escape had its own consequences, but at least NoHOPE wasn’t under police jurisdiction like the jail was.
This was on top of a police station being attacked by a dragon in November and Calendar Man ruining both Christmas and New Year’s, to say nothing of the Joker robbing a museum, trying to destroy the Porter, and not even staying in this universe to be imprisoned afterward. With all the new things happening, old work got pushed to the side, and so Jack still had to give an opinion on new riot control procedures stemming from the Thanksgiving debacle. He would have to testify at Roomba Man’s trial soon as well.
And Laurie and Yusuke were gone too, back home with her mother and his fiancée, a bittersweet thought that brought its own personnel paperwork with it. The fact that he might never yell at Yusuke about something or know that he had his back in a fight put a pain in his heart. He pushed that pain deep down, nestling it inside him next to all the other feelings that had been gnawing him for what would soon be two years, next to missed friends and family and people he hadn’t been able to save.
It all added up to Jack having to do more work that he didn’t consider work. He had never had to deal with this in the less regulated environment of CTU, and it grated on him. While he was bogged down in administration, Jack was all too aware that things were happening even beyond the high-profile Import crises that ate up the public’s attention. The Dolvanian mob group Zero’s Children had expanded its operations in the City, and was now involved in several nasty rackets. Yet most of Jack’s information on them had been acquired illegally, courtesy of James Bond. He couldn’t act on it, especially while he was doing this office crap.
Jack put down his pen. He stared at his desk for a moment, at another cost justification for the plasma gun Ted Kord had made for him. Then he looked at the force’s open case file.
“Screw it.”
Jack grabbed his jacket and headed out. He would spend most of the next week outside of the station, getting some real work done.

Michael turned away, ran a hand through his hair. "Then he ought to know what they do to people like me when they find 'em. They're bringing in new hitters, Bauer, really bad news. I don't want to be around when they start to work." He turned back and threw up his hands. "So, yeah. That's it. Thanks for everything, but I'm gettin' out of here."

"I know what they can do. And I also know that they won't be able to. We are protecting you," he paused for a moment. "What makes these new guys so much worse than whoever the have now?"

Jack didn't say anything, just kept watching carefully. He was making this Joel's ball to run with.

Jack spoke up. "They're not everywhere at once, Mike," he said. "But this is the only place with superhumans around to stop them." Whatever the Childrens' reputation for ruthlessness, they were still ordinary people mostly incapable of taking on superpowers.

"No, he took him down," Jack said. "With a poison knife in him. And he's the rookie. We've got your back, Mike. Just talk to us."
Ryde ran his hands through his hair again. "Okay, okay. I heard a couple of the core guys talking about Ivan Darov coming to town with his crew. They tell each other boogeyman stories about this guy. He's one of their top assassins, complete psycho, has his own team backing him up. And he's supposed to be totally paranoid about information leaks." Leaks like Mike, in other words.

He listened closely as Darov was mentioned. He glanced to Jack as the information was provided and nodded. "Does he have and specific method of assassination he prefers? And what kind of stories do they tell about this guy?"

Mike shook his head, rubbed his hands. "Oh, he's the secret first Import, he's a super soldier, he's a member of the Dolvanian royal family, he can't be killed. There's all kinds of urban legend stuff flying around, tall tales, tough guys trying to impress each other. But here's the thing."
He held up a hand. "All the stories agree on the part where he's terrifying. So that's the part I'm totally sure is true. They say he doesn't have feelings. Rifles, poison, knives, bombs, he's supposed to use it all. And he's smart." Ryde tapped his head. "The stories have him out-thinking everyone, setting traps, knowing what they're up to. If he met someone like me? He'd find out, man, he'd find out about-" he pointed back and forth between him and the cops. "That's why I'm scared."

When more serious information came in, Joel nodded. None of it sounded good but it did seem helpful at least. They had a little bit of an idea what they were up against now. "Do you maybe know why they're bringing someone like him here now?"

He took a deep breath and let it out. Now that he'd gotten his fears off his chest, he looked more at ease, unburdened. "That's pretty much all I heard. I'm still just a small fry to them, they were just talking in front of me. But they were serious."

"Well, you don't need to worry. You're safe here. Like we told you, we'll protect you no matter how frightening this guy thinks he is."

"Right... okay. I guess I'm staying then, for now. See this thing through, you know?" Mike seemed to suddenly remember that he had guests. Fear had driven courtesy from his mind, but now he turned toward the kitchen. The apartment was small and not well-cleaned, with few furnishings- everything ready to be pack up and go on short notice. "Hey, do, uh, you guys want any coffee or anything while you're here? Since you're keeping me alive, heh."

At the offer for coffee, Joel smiled and shook his head. "No thanks. I'm good."

"Yeah, sure. And, uh, thanks for talking me out of running." Mike looked sheepish. "Wouldn't have felt right."
Once they were out of the apartment and on their way back down the stairs, Jack turned to Joel. "You did good back there. So what's your impression?"

"Of our informant? He seems to be a nice enough guy and I don't think he's lying. Definitely scared, not sure yet if that guy he mentioned is going to be as troublesome as he thinks he is. Going to need to look into him."

It was a lot to give to a newly-promoted officer, but not to an Import superhero. In Jack's view, the Children were dangerous enough to merit a superhuman touch but not make them the force's top priority. Joel's personality and abilities made him suited for handling Mike and anyone who tried to hurt him, and it would be good learning for him too.
